Be sure to create a ~MODS folder like this steamapps\common\Guilty Gear Strive \RED\Content\Paks\~MODS Then you drop the pak file from inside the ZIP/RAR in steamapps\common\Guilty Gear Strive \RED\Content\Paks\~MODS
